Jaideep Sharma b985903e16 vts: getParameters only if parameters are supported
1) Validate specific parameters before open call,
   send only if parameters are supported.
2) GetParameters only if parameters are in range.

Test: run vts VtsHalNSTargetTest, VtsHalAECTargetTest
