Emilian Peev 0fdd7cdc0e Camera: Allow 3% ISO tolerance during ISO burst VTS 
The advertised ISO ranges may not be entirely supported on
some devices. Expect a 3% tolerance when comparing the applied
results versus the expected ISO value.

Camera Provider HAL

Overview:

The camera.provider HAL is used by the Android camera service to discover, query, and open individual camera devices.

It also allows for direct control of the flash unit of camera devices that have one, for turning on/off torch mode.
