Roshan Pius 26801cb4ce wifi: Port over O features to HIDL
Porting over the 3 new features added to legacy HAL for O to HIDL
interface:
1. Firmware roaming control.
2. Scan randomizations support.
3. Probe IE whitelisting for privacy enhancements.
