Shuzhen Wang 6856ca7650 Camera: Add support for CONTROL_ZOOM_RATIO 
- The new zoom API combines optical and digital zoom, and supports both
zoom-out and zoom-in with more precision.
- Support separate zoom range for different bokeh modes.

Camera Provider HAL

Overview:

The camera.provider HAL is used by the Android camera service to discover, query, and open individual camera devices.

It also allows for direct control of the flash unit of camera devices that have one, for turning on/off torch mode.
