Roshan Pius 80599435bd supplicant(vts): Remove start/stop framework 
This is already done by the test harness on the host side. So, no need
to invoke this from within the gtest.

Test: `make vts -j30 BUILD_GOOGLE_VTS=true TARGET_PRODUCT=aosp_arm64 &&
vts-tradefed run commandAndExit vts --skip-all-system-status-check
