Add a `bump.py` script that does the following: - Create a commit in kernel/configs with the new versions - Copy the latest compatibility matrix to a new compatibility matrix - Fix Android.bp and Android.mk Prerequisite: - libvintf/Level.h must contain the mapping for the next release. Test: bump.py 9 10 Bug: 279809082 Change-Id: I4520a128b39f66a03f22d24218348f5fff92e9cd
