Almost every org.lineageos.settings.* package out there is using these
or very similar resources, so make them globally available and
truly common.
Even though some of those packages don't really use it, this now also
contains a switchBar widget, which will in turn require including
frameworks/base/packages/SettingsLib/common.mk.
