Create libstatssocket_q

Break up libstatssocket into libstatssocket_q and libstatssocket.
libstatssocket_q is for Q Mainline modules.

Test: bit statsd_test:*
Test: adb shell cmd stats print-logs && adb logcat "*:S statsd:*"
