Reason for revert: depends on private liblog APIs
- log/log_event_list.h is not in the vndk

7f96d49370 Mark libmetricslogger vendor_available. 
libmetricslogger is a library which belongs to vndk-cap. Mark it
vendor_available to enable vndk abi stability checks on it.
