The set of linked binaries was making it difficult to run
the test over a native bridge. Since init won't usually
run over a native bridge, the test can be skipped.

Some of the test cases in CtsInitTestCases and CtsFsMgrTestCases require
root. This CL makes it possible to run such tests cases on userdebug
builds, which in turn means that they will be run on presubmit.

Marks this CTS test module as supporting secondary_user, meaning that
the tests are eligible to be run from a regular Android user other
than the system user (i.e. other than user 0).
Note that 'user' here refers to the concept of users in Android
Multiuser; it is NOT the same as a uid.

Init unit tests refer to libraries that do not exist for the
secondary ABI, and we'd rather test the libraries on the device than
statically link them, so only test the primary ABI.
Init will only run on the primary ABI in any case, and doesn't have
much arch specific code in it.

We want to keep AOSP and internal master in sync and since this isn't
being used, instead of cherry-picking to AOSP, we'll revert from internal.
