Yifan Hong c02509b500 fs_mgr: CreateDmTable takes CreateLogicalPartitionParams ... It has too many arguments. Also fixed CreateLogicalPartitionParams::InitDefaults because it doesn't use the provided partition opener to read metadata (which breaks tests).
