softap: Make softap libs as vendor module libs.
- Make libqsap_sdk as vendor module. - Remove "libQWiFiSoftApCfg" module. Change-Id: Ie9c5795faae1d08b580cb23fe5d1a57caf1b014a CRs-Fixed: 2239628
