Allow shell read access to MGLRU state

Browse source 
at /sys/kernel/mm/lru_gen/enabled. This can be inferred without reading
the file anyways. Writes remain restricted to init.

Test: adb shell cat /sys/kernel/mm/lru_gen/enabled
