Allow audioserver to access Bluetooth Properties

Browse source 
Now that Bluetooth supports delay reporting, audioserver needs
access to Bluetooth Properties in order to determine whether the
feature is enabled or disabled.

Bug: 32755225
Test: Enable the property and see that there was no error accessing it
