f098071ac7 Remove references to nonplat sepolicy
"nonplat" was renamed to "vendor" in Android Pie, but was retained
here for Treble compatibility.

We're now outside of the compatbility window for these devices so
it can safely be removed.

87c7261f0a sepolicy: label vendor_service_contexts as vendor_service_contexts_file
Due to AIDL HAL introduction, vendors can publish services
with servicemanager. vendor_service_contexts is labeled as
vendor_service_contexts_file, not nonplat_service_contexts_file.
And pack it to vendor partition.

48fbbbeae2 Service context for servicemanager.
Create a service context for manager itself and allow servicemanager to
register itself. This is so that tools like dumpsys can reference
servicemanager the same way they would reference other services.

That things can still get ahold of the servicemanager directly via
libbinder APIs since it is a context manager.

5e37271df8 Introduce system_file_type
system_file_type is a new attribute used to identify files which exist
on the /system partition. It's useful for allow rules in init, which are
based off of a blacklist of writable files. Additionally, it's useful
for constructing neverallow rules to prevent regressions.

Additionally, add commented out tests which enforce that all files on
the /system partition have the system_file_type attribute. These tests
will be uncommented in a future change after all the device-specific
policies are cleaned up.

Test: Device boots and no obvious problems.

00657834b8 Assert ban on framework <-> vendor comms over VndBinder
This adds neverallow rules which enforce the prohibition on
communication between framework and vendor components over VendorBinder.
This prohibition is similar in spirit to the one for Binder
communications.

Most changes consist of adding neverallow rules, which do not affect
runtime behavior. The only change which does affect runtime behavior
is the change which takes away the right of servicemanager domain to
transfer Binder tokens to hwservicemanager and vndservicemanager. This
grant was there by accident (because it was overly broad) and is not
expected to be needed: servicemanager, hwservicemanager, and
vndservicemanager are not supposed to be communicating with each
other.

P. S. The new neverallow rules in app_neverallows.te are covered by
the new rules in domain.te. The rules were nevertheless added to
app_neverallows.te for consistency with other *Binder rules there.

939d16b59f service_contexts: label service_contexts explicitly
The label applies to all service_contexts regardless of their location.
This also lets us track the service_contexts usage and limit access to
the files for the corresponding object manager alone.

cc39f63773 Split general policy into public and private components.
Divide policy into public and private components.  This is the first
step in splitting the policy creation for platform and non-platform
policies.  The policy in the public directory will be exported for use
in non-platform policy creation.  Backwards compatibility with it will
be achieved by converting the exported policy into attribute-based
policy when included as part of the non-platform policy and a mapping
file will be maintained to be included with the platform policy that
maps exported attributes of previous versions to the current platform
version.

Eventually we would like to create a clear interface between the
platform and non-platform device components so that the exported policy,
and the need for attributes is minimal.  For now, almost all types and
avrules are left in public.

Test: Tested by building policy and running on device.
