75806ef3c5 Minimize public policy 
Ideally, public should only contain APIs (types / attributes) for
vendor. The other statements like allow/neverallow/typeattributes are
regarded as implementation detail for platform and should be in private.

Test: remove comments on plat_sepolicy.cil, replace base_typeattr_*

cd8333b53a sepolicy: Change UWB HAL from HIDL to versioned AIDL 
No new HIDL HAL's are allowed in Android T. UWB HAL converted to
versioned AIDL interface to be compliant.

8a5370c5e4 sepolicy: Add UWB HAL interface in AOSP 
Adding sepolicy rules for the AOSP HAL interface.

Ignore-AOSP-First: Dependent changes in internal-only projects.
