Now that FDE (Full Disk Encryption) is no longer supported, the SELinux
policy doesn't need to support it. Remove two rules that are no longer
needed. Also update some comments that implied that other rules were
needed only because of FDE support, when actually they are still needed
for other reasons. Finally, fix some outdated documentation links.

Stop using these SELinux attributes since the apexd and init SELinux
policies no longer rely on these attributes.
The difference between the previous versions of this patch and the
current patch is that the current patch does not remove any SELinux
attributes. See also

Addressing b/194450129 requires configuring the I/O scheduler and the
queue depth of loop devices. Doing this in a generic way requires
iterating over the block devices under /sys/class/block and also to
examine the properties of the boot device (/dev/sda). Hence this patch
that allows 'init' and 'apexd' to read the properties of all block
devices. The patch that configures the queue depth is available at
https://android-review.googlesource.com/c/platform/system/core/+/1783847.
Test: Built Android images, installed these on an Android device and verified that modified init and apexd processes do not trigger any SELinux complaints.

One of the advantages of the DMA-BUF heaps framework over
ION is that each heap is a separate char device and hence
it is possible to create separate sepolicy permissions to restrict
access to each heap.
In the case of ION, allocation in every heap had to be done through
/dev/ion which meant that there was no away to restrict allocations in
a specific heap.
This patch intends to restrict coredomain access to only approved
categories of vendor heaps. Currently, the only identified category
as per partner feedback is the system-secure heap which is defined
as a heap that allocates from protected memory.
Test: Build, video playback works on CF with ION disabled and
without sepolicy denials

dm-user is a new device-mapper module, providing a FUSE-like service for
block devices. It creates control nodes as misc devices under
/dev/dm-user/. Make sure these nodes get a unique selabel.
snapuserd is a daemon for servicing requests from dm-user. It is a
low-level component of Virtual A/B updates, and provides the bridge
betewen dm-snapshot and the new COW format. For this reason it needs
read/write access to device-mapper devices.

To install GSIs on external storage (such as sdcards), gsid needs some
additional privileges:
- proc_cmdline and device-tree access to call ReadDefaultFstab().
This is ultimately used to check whether system's dm-verity has
check_at_most_once enabled, which is disallowed with sdcards.
- vfat read/write access to write files to the sdcard. Note that
adopted sdcards are not supported here.
- read access to the sdcard block device. To enable this without
providing access to vold_block_device, a new sdcard_block_device
label was added. Devices must apply this label appropriately to
enable gsid access.
- FIBMAP access for VFAT filesystems, as they do not support FIEMAP.
This only appears to work by granting SYS_RAWIO.

This switches Boot Control HAL policy to the design which enables us
to conditionally remove unnecessary rules from domains which are
clients of Boot Control HAL.
Domains which are clients of Boot Control HAL, such as update_server,
are granted rules targeting hal_bootctl only when the Boot Control HAL
runs in passthrough mode (i.e., inside the client's process). When the
HAL runs in binderized mode (i.e., in another process/domain, with
clients talking to the HAL over HwBinder IPC), rules targeting
hal_bootctl are not granted to client domains.
Domains which offer a binderized implementation of Boot Control HAL,
such as hal_bootctl_default domain, are always granted rules targeting
hal_bootctl.
P. S. This commit removes direct access to Boot Control HAL from
system_server because system_server is not a client of this HAL. This
commit also removes bootctrl_block_device type which is no longer
used. Finally, boot_control_hal attribute is removed because it is now
covered by the hal_bootctl attribute.
Test: Device boots up, no new denials
