Looks like we missed this, and so non-rooted locked devices can't override the persistent sysprops. On Pixel 8 for example, we ship with 'persist.arm64.memtag.system_server=off' by default (from some droidfood carry-overs), and this can't be edited (https://googleprojectzero.blogspot.com/2023/11/first-handset-with-mte-on-market.html).
We should allow these advanced users to set all the MTE properties on the device that they own, and they can already control the non-persistent properties.

So far, it has been labeled as default_prop because there was no entry
for the sysprop in property_context. As a result, it couldn't be set by
vendor_init.
Fixing that by correctly labeling it. build_config_prop is defined as
`system_vendor_config_prop` which vendor_init can set.

Some HAL implementations can't support setLayerBuffer multiple times to
clear the per-layer buffer caches. Therefore, default this behavior to
disabled, and allow HALs to explcitily enable this behavior to obtain
the necessary memory savings.

Adds persist.syui.notification.ranking_update_ashmem property and
associated permissions, which will be used to flag guard a change in
core/...NotificationRankingUpdate.java.
Permissions are limited in scope to avoid unnecessary access.
Apps may need to read the flag (because NotificationRankingUpdate.java
is a core library), but setting should only be possible internally (and
via debug shell).

This new system property will be read and written
by a new developer option switch, through gpuservice.
Based on the value stored in persis.graphics.egl,
we will load different GLES driver.
e.g.
persist.graphics.egl == $ro.hardware.egl: load native GLES driver

In order for ART code to call perfetto DataSource::Trace() we need to
wait for all data source instances to have completed their setup. To do
so, we need to know how many of them exist.
This introduces a new sysprop traced.oome_heap_session.count, writeable
by perfetto traced and readable by apps and system_server that can be
used to communicate this.
