This is the selinux changes required to create

to allow processes in the bootstrap namespace to log atoms to statsd.

Add what we need to allow composd to run and expose an AIDL service.
Also delete the policy for compsvc; we never access it in the host
now, and the real policy is in microdroid. Retain the compos_exec
type, since it is referenced in the APEX sepolicy.

Refactor to split the logic within statscompanion_service
The goal of the refactor is to simplify the binder calls to statsd
This service will talk to statsd.
At the end of the refactor, this service should be the only
service that talks to statsd.

all_untrusted_apps apart from untrusted_app_{25, 27} and mediaprovider
are now expected to go to ashmemd for /dev/ashmem fds.
Give coredomain access to ashmemd, because ashmemd is the default way
for coredomain to get a /dev/ashmem fd.

Dynamic_android service is a proxy running in SystemServer to the
gsi_service daemon. It provides a set of SystemApi's to manage
installation of a new system image to the device while keeping the
original system image intact.

These selinux policy rules were added for bufferhub to run a binder
service. But later we decided to use a hwbinder service instead, and the
original binder service was removed in git/master. Now we can safely
remove these rules.
Test: Build passed. Device boot successfully without selinux denial.

Create a new service type buffer_hub_binder_service for
BufferHubBinderService and allow bufferhubd to publish the service.
Add the service to 26.0, 27.0 and 28.0 compat ignore files since the
service is not available in past versions.
