Tri Vo fd3c3e2b2d Use BOARD_VENDOR_SEPOLICY_DIRS instead of BOARD_SEPOLICY_DIRS
bug_map is not picked up correctly when BOARD_VENDOR_SEPOLICY_DIRS is
used. And BOARD_SEPOLICY_DIRS is deprecated.
