Revert "kernel: Remove unneeded MKDTIMG dependency"

This reverts commit caa3bddf00.

Reason for revert: Breaks pixel dtbo.img build, since kernel depends on
mkdtimg. Add it back so it gets compiled and kernel can pick it up.
