This flag causes a linkage error between rustc and our libclang_rt. We
can remove it for now and look into reintroducing it in the future.
We'd need to define 'thread_local uintptr_t __sancov_lowest_stack' to
support this. See https://reviews.llvm.org/D36839

This CL refactors the bp2build code generator to pretty print lists with
a single element on one line, instead of taking up three lines, which
can make BUILD files unnecessarily long. A single line singleton list is
also more commonly used in BUILD files.

Adds a FinalDeps mutator to add dependencies from the
platform_bootclasspath to the configured boot jars which can be from
either the platform or any apex. It adds dependencies for every
configured boot jar, whether in ArtApexJars, BootJars or
UpdatableBootJars.
At the moment the dependencies are only used for testing purposes
but following changes will make more use of them.

Modules linking against VNDK R have been using libgcc_stripped and
libunwind_llvm as their unwinder. This change uses those old unwinder
libraries if current module's VNDK version is R.

memtag sanitizer libraries are vendor available and can be captured as
snapshots. This change adds a redirection logic for memtag libraries.
This is just a workaround, just like other SnapshotInfoProvider calls.
In the future we need to refactor these codes. So TODO is added to
remind refactoring.

This follows the same pattern as is used by the prebuilt_apex in order
to make files encapsulated with a prebuilt .apex file available for use
by the rest of the build. It separates the extraction of the
appropriate apex from the zip supplied to apex_set into a separate
module type whose output is used by the apex_set and will (in a follow
up change) be used by the deapexer module too.
