There are a number of instances where we are exporting information
from soong to bazel via soong_injection. This could be more bazel-centric
if the information was instead held in bzl files, and both bazel and
soong read it from there.
Add a starlark package that will run
//build/bazel/constants_exported_to_soong.bzl at initialization time,
and then results can be retreived with GetStarlarkValue.
Since changes to the starlark files mean that soong has to rerun,
add them as ninja deps.
Unfortunately, the starlark code has to be run at runtime rather than
pregenerating their results, because tests run from intellij wouldn't
go through any pregeneration steps. This means that starlark is run
multiple times during the build, once per test package and once per
primary builder invocation. (currently 3, could be reduced to 2 if we
made the symlink forest generation into its own standalone tool) The
starlark code we have so far in this cl is very fast, roughly half a
millisecond, so it's not a big deal for now, but something to keep an
eye on as we add more starlark constants.

The synthetic soong_injection workspace is shared between api_bp2build
(used in API export) and bp2build (used in API domain analysis which
runs mixed builds by default). The former creates them in ReadOnly mode,
but the latter creates them in ReadWrite mode (to allow users to
edit/experiment). To prevent errors in the end-to-end builds in
multittree, make api_bp2build create these files in ReadWrite mode as
well.

The generated Bazel workspace will only contain api specific targets.
This is feasible since these targets do not have any cross dependencies
with the targets in the bp2build workspace
The advantages of a new mode are
1. Does not pollute bp2build workspace with api targets
2. Does not block api targets with the current allowlist conversion
mechansims in bp2build
(In the future we might want to combine these two workspaces)
A Soong module type will generate a Bazel target if it implements
ApiProvider interface

Support three options for converting modules with unconverted
dependencies
1. (default) Warn when converting a module if it has unconverted deps.
2. Error when encountering a module with unconverted deps. (not hooked
up yet)

The breakage was because:
- aosp/1818236 removed the "rm -fr" invocation from the Ninja file that
removed the old queryview tree
- queryview files were created with permissions 440 to discourage manual
editing
These two together made incremental queryview invocations not be able to
overwrite its output files.
(Of course, it also made them incorrect since old files were lft in place)

This CL adds support to bp2build/Soong to dump a BUILD file under
out/soong/soong_injection/targets containing alias targets to their real
targets for every converted Soong module, regardless of whether they are
handcrafted or generated.

preferred.

This CL adds an additional CodegenMetrics return value to
GenerateBazelTargets calls, which are called from bp2build, queryview,
and their tests. For this UI, we only want to use it for bp2build, and
not queryview or tests, since it's not useful for the former, and can
pollute the CLI for the latter.

The CodegenMode enum helps to differentiate between bp2build and queryview modes of generating BUILD files from the Soong module graph.
bp2build is used for generating BUILD files from an unconfigured Soong module graph for Soong->Bazel conversion, whereas QueryView is a front-end for querying the existing Soong configured module graph with Bazel query.

This CL creates the framework necessary for generating
BazelTargetModules from regular Soong Android modules.
BazelTargetModules are code-generated into Bazel targets in BUILD files.
See the follow-up CL for examples of creating filegroup/genrule
BazelTargetModules.

Implement bp2build codegen as a discrete step that runs after an
alternatively registered pipeline of mutators, instead of a
presingleton.
bp2build codegen requires a Context that supports VisitAllModules and
PathContext, so this CL also makes a BpToBuildWrapperContext that
conforms to PathContext by adding two method implementations.

Splits queryview into queryview and bp2build. The latter runs as a
presingleton (could be converted to a singleton). This prevents needing
to run soong_ui a subsequent time to build the query. Queryview remains
as a separate step to prevent increasing runtime due to this generation
every time Soong runs.
Currently this is running as a presingleton as this gives a translation
of Android.bp files after only LoadHooks have run, no mutators.

Bazel overlay is an experimental feature. This renames the feature to 'queryview' to better describe its purpose, and also move away from the already overloaded 'overlay' term in Android.
