And remove dual meaning from arm_on_x86 target. It was set for x86
targets with arm support and for arm targets with x86 support - and that
2nd one was abused for native_bridge version of RenderScript.
It's much safer and cleaner to rely on __ANDROID_NATIVE_BRIDGE__ there
while leaving arm_on_x86 to mean "x86 binary built in the image with arm
support".
It's only used by bcc compiler which is in canadian-cross situation here:
it's pure x86-64 binary, but it needs to know about ALL supported
architectures on device because it needs to include appropriate codegen
module.

I931f9145f1ced21a9f86d647cfbb6d2b645b4f18 made robolectric_android-all-stub
empty, breaking running robolectric tests packaged by Soong.
To enable using robolectric-host-android_all instead, make the
runtimes module a host module.
Also remove the empty robolectric_android-all-stub dependency.

Previously, disabled modules were able to emit make vars and this could
cause duplicated make var definitions when a prebuilt_build_tools is
enabled for both linux_glibc and linux_bionic.

With If4300583edfb6d75bd4d984b38f73b6a406b4447, linux_bionic supports
arm64 and rust toolchain was configured to support the new target.
However, rust module types still have been disabled for linux_bionic
targets which forces many rust modules to be annotated with
target.linux_bionic_arm64.enabled: true, which will be very cumbersome.
Therefore, stop disabling the rust modules for linux_bionic.

The prebuilt-vs-source selection operates by setting SkipInstall on
either module. When the vendor-snapshot module visits all modules it
will visit both, and if it is a static library it will then add
duplicate install rules for both source and prebuilt unless it
looks at SkipInstall.
Test: `m nothing` in a tree with prebuilts/runtime present, that
has been updated with a snapshot after https://r.android.com/1398472,
which started to propagate vendor_available flags to prebuilts
snapshots.

Treat "org.apache.http.legacy" as optional <uses-library> by default.
Consistently use default install path for compatibility <uses-library>.
AddFarVariationDependencies was broken, which allowed apex to add
dependencies on tests by requesting an empty test_per_src variation
even though some test dependencies did not have a test_per_src
variation. Add an alias from the pre-test_per_src variation
variant to the empty test_per_src variation, and drop the
test_per_src variation when requesting the depencency.

Needed for jni_headers which is marked as recovery_available because libchrome
is also marked and that library is used by others that are the recovery
partition. There may be other dependency paths that require jni_headers to be
recovery_available that was just the first one found.

Previously, the patterns in SYSTEM_OTHER_ODEX_FILTER only matched
subpaths of /system. Broaden this to match /<p> as well as /system/<p>.
Because SYSTEM_OTHER_ODEX_FILTER includes system_ext and product apps,
the immediate effect of this is that the odex and vdex files of
apps on those partitions move to system_other for A/B devices.
This makes the product and system_ext partitions smaller, which
in turn makes OTAs smaller.

This doesn't affect the cases with explicitly set `uses_libs` or
`optional_uses_libs`, only the cases when the library implicitly added
to the manifest_fixer by Soong. "org.apache.http.legacy" should be
handled in the same way as "android.test.base", except that they have
been added in different SDK versions.

Previously default install path was provided only for comatibility
libraries that are added explicitly via `uses_libs`/`optional_uses_libs`
properties. This didn't take into account compatibility libraries that
are added by Soong when it computes transitive closure of SDK library
dependencies. As a result, install path in such cases remained unknown,
and the corresponding compatibility library was omitted from class
loader context, which caused 'ClassLoaderContext shared library size
mismatch' errors at first boot on device.

For "non-updatable" devices, apex_manifest.pb is a module representing
the apex, so we need to pass common properties like init_rc and
vintf_fragments to the Make module of apex_manifest.pb so that those
files are copied when the apex is installed as flattened.

The previous property was boolean-valued and provided only the
information whether the library should be treated as <uses-library>
by Soong. The new property is an optional string, which is the name of
the <uses-library>. The name can be different from the module name, as
in the case of "qcrilhook" module which provides <uses-library>
"com.qualcomm.qcrilhook".

An APEX module name, unlike the APEX package name, can contain
characters like '-', which are not allowed as C define strings.
Sanitize it properly.
